That's odd; you have ulogd running, right?
I wonder if you need any extra pkgs on Fedora to get the kernel module
ipt_ULOG?
Anything in ulogd.log? Look in /etc/ulogd.conf to find the former's
location, if not in /var/log/ulog/.
And check the LOGEMU section, to see if that file is something other
than /var/log/ulog/syslogemu.log, which is where my IPTABLES ulog output
appears.
Failing all that, try the LOG target instead, perhaps?
