I'm afraid that 'other thread' and the ondemand governor (of which I've never heard before) are a bit beyond me. All I can see is that when using, for instance, System Monitor, the total load across all 4 cpus, and the load reported for the one process, are reported as being a lot less, I assume that's true. Of course 100% of 1Ghz <> 100% of 2Ghz, but I have no idea why you are even stating that.
