Make sure you have the Custom Kernel installed.

I have no problem getting reliable 192k from the optical output of the
Wandboard, but for me it's definitely cable-specific.  I have what
should be an excellent cable from Blue Jeans that works up to 96k (maybe
even 176.4k) but doesn't work at all at 192k.  The same Wandboard
feeding the same receiver works great at 192k with a relatively cheap
generic cable, though.
