tc:staff is the default user and group.   Dealing with permissions on
Fat32 devices are problematic, as Fat32 does not support permissions. 
That is why chown fails when the drive is mounted.   The mount directory
ownership is set during startup before the disk is mounted.  Now I'm not
sure how yours is showing up as root owned, but my test systems and as
Jeff showed had proper permissions.    We will probably have to force
ownership on the mount line.

Just curious how did you write data to the drive in the first place.
