Wifi works fine without country code setting in both 2.4G and 5G
connections  (I'm using a 3B+ on wifi right now).   The country code
requirement in raspbian is a software requirement only.  There is no
hardware requirement for that.

So go back to the normal wifi doesn't work type issues.

What do you get when you push the diagnostics button on the wifi page? 
Can you even scan?
