I am not using synology, just a Linux box with a cifs share, your config
looks fine to me, I'm not sure the problem is there.

Have you tried with other synology accounts, or other clients?

ie Use an overly permissive account that's already known to work and can
access everything then pare it back from there.

Or try the same mount line from another Linux client, see if you get the
same issue there.

At this point you don't really know if it's in PcP or the server or
somewhere in between.

Are you sure that IP is ok?  There's nothing in between blocking?

Does your Samba server had any logs, perhaps an error log or maybe
enable verbose logging so you can see if you're getting at least a
connection attempt seen by the server?
