Do you have an oscilloscope to check the signal ? If not you can usually see a change with a DVM. The modulation is slight but detectable. The TSOP38348 is open collector output so should sit at roughly 3v3 and drop to 0v for signalling, you won't see this with a DVM but you shoudl see a slight change. Of course it could be Pi/Software related but start at the source.
