I just had a look inside pcp-functions and it looks like that is sufficient (assuming you check to see if it is already there first). There is always a danger that poking things into files will break something somewhere else or will break in the future but that is life. Maybe you could call (in $WWWROOT/cgi-bin/) pcp-functions and then pcp_bootcode_add cron but I suppose that is as likely to break in the future.
