Odd. I have 10.1.3 running on an iBook and on a 9500. On the iBook 
there are two tabs at the top of the energy saver control panel. The 
options tab has the restart after power failure. On the 9500 the 
control panel lacks this option tab.

But when the power fails on the 9500 it reboots after power 
restoration. (I accidentally tested it this afternoon.) I wonder how 
I got it set on the 9500.
