A program and/or X is trying to dial out and the modem is not switched 
to the phone line.

First, if you are aware of any programs that like to update from the 
internet on a regular basis then use them only when you are online. 
Second, go into the Network Preference Panel, select the PPP tab and 
then the PPP Options button. From here check the first selection 
"Connect automatically..." if it is active then uncheck the box. Third, 
go into the Date & Time Preference Panel, select the  Network Time tab 
and uncheck the "Use a network time server" setting if it is selected.

That should solve all your current internet problems except one, using a 
dialup line... 8)
