I believe the setting is in OpenFirmware, not on a drive.

Some Old World machines don't respond well to the OS 9.x 'Startup 
Disk' or the OS X app that sets the startup volume. Use 'System Disk' 
that was distributed with Darwin, it works great with Old World 
machines.
