The most likely problem is that your system's automatic network time check is active. Go to the "Date & Time" control panel, select the "Network Time" tab, and uncheck the option "Use a network time server". You can still set time whenever you want be activating this option temporarily, clicking the button marked "Set Time Now", then deactivating the option before you close the panel again. Another strategy is to go to your "Network" control panel, select the "PPP" tab, select the button marked "PPP Options", deselect the check box for "Connect automatically when starting TCP/IP applications". This will prevent any "unauthorized" dialing. You WILL have to separately dial up your service _before_ you can launch a URL in your browser (or make any other TCP/IP system call), however. I find the easiest way to do this is to use the menu icon option which you can activate under "Network", selecting the "Modem" tab, then selecting the option for "Show modem status in the menu bar". A small icon will appear in the menu bar which has the appearance of a telephone receiver.
