You can if you play with OS X 10.2 and a utility called ExtremePCI. The gains on most PCI cards are not great although a Radeon Mac Edn. AFAIK it's probably a 15" Multiscan. Do yourself a favour, if your handling DV buy a G4 AGP and some RAM (you need at least 512MB to get really smooth OS X performance) and attach your Camcorder (which I presume is a FW/iLink digital item) to it instead. In addition you can buy a GeForce 2/3 card for it and use it to run Quartz Extreme. Add to the Altivec already there on a G4 which makes OS X 10.2 shift a bit better and you have a much better deal.
