It should work, and in 10.2 you may not even need to pull the VRAM or use a dummy video adapter. However, I have heard of problems using 2 VGA monitors (one via the DVI->VGA adapter) in Old World machines, though that was a while ago, so the latest drivers may have fixed it. I have 2 monitors attached to the 7000 in my 8500 running 10.2.1, though I also still have one attached to the built-in video. I first tried to hook up an old Apple 13" Hi-Res display to the DVI port via the DVI->VGA adapter and a VGA->Mac monitor cable. It didn't work well. Nothing came up on the screen, and the Monitors Preferences only gave me TV resolutions (which were 60 Hz refresh rates, which the 13" didn't support). However, I don't know if that was the card's problem or the adapters just not adapting properly. Right now I have an old Compaq VGA monitor attached to the S-Video out port of the 7000 via an S-Video->VGA adapter. It is seen by the system as a "TV" and works fine. I intend on getting a DVI LCD monitor soon, and expect to run that on the 7000 along with my Apple ColorSync 17" already there.
