I think that since it's a major update it will require a rewrite of XPfacto and SOSX. Ryan has already said he feels he will be able to make 10.3 run with XPFacto. So I am not surprised that 10.3 wouldn't run on the 9600 machine since there is no current way to do that unless you are a real good code writer.
