check the time zone settings in 9 and x and make sure they are the same, that's probably the problem.
Time zone settings are the same. Plus the problem also shows up when I start up in X after shutting down in X.

I'm running 10.2.6, so that's not the problem. There have been known issues with OS 10.2.4(? I'm unsure of the exact release number) and the clock not working properly. This isn't just for unsupported machines either, a lot of people were peeved when their new G4 kept thinking it was the disco era.
I'm not 100% sure, but I think that 10.2.6 fixed the issue. Make sure that you have the latest update. I know that 10.2.5 didn't fix the problem, that was the big gripe I heard about that release.
Although knowing X has time problems makes me less sure that it's something I can fix.
