Dumb question but I assume you have tried pulling Radeon card to see if machine boots?

Make sure you have the latest ATI drivers - Apple site has some stand alone installers as did ATI's website. Make sure you marry OS version against driver version. It's been a long time since I messed with this machine at this level but I do remember some issue with card and OS. Also checkout www.xlr8yourmac.com

I have a 9600 which had a Radeon in it (now in my fathers B&W G3) and had no probs like the ones you mention.

It runs 10.2.8, stock SCSI drive, Sonnet ATA100 Card with 6GIG IDE pulled from above G3 and IDE CDRW, 468MB RAM various sticks and various capacities, Sonnet G3/300 as well as stock CDROM, Firewire/USB combo card and internal zip100 and ext Zip 250.
