Ok, I'll be honest...

To be potentially oversimplistic, why not just use a the ical with web calendar for announcements? No need for a list - just look at the web page with the calendar, or look at your ical feed. Anything that's ever been sent to the announcement list has been on the calendar. It's really quite simple... If you wonder about an upcoming meeting of any sort, you look at a calendar... so for a UPHPU meeting, you look at the UPHPU calendar...

For those of you who really want an email, set up a cron or a Windows Task Scheduler task to send an email right around meeting time with a link to the calendar...
