That's because Red Hat (and thus, Fedora) don't call anything apache
(except the user and group name that it runs as); they call it "httpd".

Update to something that isn't full of bugs and security holes. FC3
hasn't been supported (no errata) for 1.5 years and there are several
known security issues with the version of Apache (httpd) that they last
shipped for FC3. I know there has to be a truly good (and grandiose,
perhaps?) reason why you're still using FC3 and not using, say, CentOS
4, instead.
But seriously, your post first made me think that someone might have
tampered with something they shouldn't have. Though it's not likely,
you might have a breach.
