It depends on from what perspective.
All parts are essentially equal to me - it's a holistic approach that
will give you the most success - but I'm not telling you anything you
don't know.
They are related and both important in terms of the success of your
website, yes, but SEO standard for "search engine optimization" and
has nothing to do with usability. I website that is very well
optimized might is likely to more usable than one that is not, but
you can have a very, very optimized website that outperforms all of
the others that is completely unusable.
I'm not sure how a completely unusable site could outperform, but I
kinda see what you're saying.
I suppose my point is that unless you take into account the wants of
real people, all your SEO work doesn't amount to much in the long run.
