Just thinking out loud here, but what if you set a session variable
before you did the first re-direct? Something like
$_SESSION["cookie_attempted"] = true.
Then you could simply set any client whose
$_SESSION["cookie_attempted"] is true, but doesn't have a cookie to a
default language and proceed.
