Just thinking out loud here, but what if you set a session variable before you did the first re-direct? Something like $_SESSION["cookie_attempted"] = true.Then you could simply set any client whose $_SESSION["cookie_attempted"] is true, but doesn't have a cookie to a default language and proceed.
I thought of that and tried it, but it doesn't work because sessions require cookies so if the agent doesn't support them you can't set a session var either.
