Yeah. I agree with Jason. No need to validate that the issue actually
exists. Plus, I wouldn't want to be unable to commit if Jira was down
or slow or whatever.

Sounds like we're starting to leave the 80/20 point. If people are
trusted to commit, we can trust them to try their best -- the JIRA
scripts are an aid to good practices, not meant to exhaustively
prevent bad practices.
