The wiki page states that the second for the second JSON data object,  
"Each row corresponds to a portlet (including non-orderable  
portlets), each column corresponds to a possible drop target  
location."  I assume it's OK if the columns have different numbers of  
child elements.  In that case, should the rest of the column just be  
filled in with zeros below the last channel element?
