I thought I might chime in on this...

Some of the older browsers (<= IE6) would cache based on a URL address and
if you changed content and posted back to the same page with the same URL it
wouldn't update. I can't seem to think of anytime the portal would do that
but if it did, having a randomized URL might help.

Just something to consider...
