Jason, I'm not sure I understand what you're experiencing - I don't think I'm seeing anything that looks like what you've described. Are you referring to the green bar that appears to indicate the drop target? Or maybe the 'avatar' - the ghost of the portlet being dragged around? (assuming you're talking about mouse-based interaction, and not keyboard interaction).
