I think I know the answer to this based on previous discussion around portlet 
anchor handling in 2.6.1, but just want to confirm. Will the functionality 
coded in UP-2231 allow an anchor to be included in an action URL and passed 
through to the browser on the next rendering when the action url is clicked?

I think it was, according to https://issues.jasig.org/browse/UP-2231 it 
has been in place since 3.0
