It should be able to be specified as part of the guest.layout.xml file. I just tried to change the admin user's skin and export the layout as an example in 4.0.1 but I just hit a export bug. I'm going to get that fixed and then should have an example of how to specify the skin for a user in the layout.xml file.

    I have no other ideas at this point on how to get the
    unauthenticated (guest) view to update.  Any and all suggestions
    are greatly appreciated.
