I was able to find a temporary solution. I modified the uportal-war/src/main/data/required_entities/stylesheet-descriptor/DLMXHTML.stylesheet-descriptor.xml file and changed the default from uportal3 to another skin. It successfully imported and the guest page does pick up this change.
