The good news is uPortal 4.0.13.1 is now released with the fix for the
CONFIG and MANAGE issues, those fixes are in rel-4.0-patches towards
uPortal 4.0.14, and there's some other prep for 4.0.14 release
completed, with release notes drafted in the wiki and the documentation
fixes discovered in the course of 4.0.13.1 release engineering merged
into that patches branch.
The bad news is I'm out of time before the Apereo conference without
having completed 4.0.14 release, and so would like to re-thaw the branch
so as to not block merge of any fruits of collaboration at and through
this conference. I appreciate the freeze even though it didn't result
in an actual 4.0.14 release, since it reduced noise around resolving the
CONFIG and MANAGE issues.
I definitely think there ought to be a 4.0.14 release soon
post-conference, and am willing to do the release engineering to bring
that about. Let's pick that up after this week's conference. :)

release. Please connect directly to coordinate any changes that need
in for 4.0.14. Otherwise, I can't imagine this will take more than a
day or two, and then thaws towards 4.0.15 . :)
