Binaries available from that last page. Upload of binaries to
developer.jasig.org failed. :/ . I've taken a todo to follow up on
that. In the meantime, GitHub hosting of the release binaries seems to
work great.
The Maven artifacts are in process syncing to Central but are not yet there.
The rel-4-0-patches branch is now set up to build 4.0.15-SNAPSHOT
marching towards 4.0.15.

and should now be considered thawed and open to commits (better: Pull
Requests!) with improvements and I dare say especially fixes for the
several known issues affecting 4.0.14 out of the gate (helpfully listed
on the release wiki page per JIRA issue metadata updates.)
