The PLD subsystem uses some instructions, which are not in the resulting jtag 
file which was converted by bsdl2jtag (althought they were in the original 
bsdl file).

So i have two questions
 - Why are these instructions not in the converted jtag file. I suspect that
   is because these are "private instructions" and do not have a data
   register 'attached'.
 - Assuming that the above behaviour is intended, how should i add this
   instructions? Should i rely on the user, which has to add it manually by
   the "instruction" command? Or should I hardcode it into the device drivers?
