Also - did you set the channel? E.g. try:

cable ft2232 interface=1 

The 2232 has two channels you can use! FYI this will probably be very
slow... you may be better off just using Impact with the Digilent drivers...

Are you using a Bus Blaster? Try this instead:

jtag> cable jtagkey vid=0x0403 pid=0x6010
Connected to libftdi driver.
jtag> detect
etc....
