The goals of the assessments will be to analyze, design and build solutions for OCTO and other government agencies by leveraging the contractors’ cross-domain expertise in business analysis, application and database development. OCTO is also looking for the contractors to use their advanced expertise in ORM and web development technologies for the development and implementation of custom-built interfaces, including dashboard applications. Experience with *Technical Project Management and Business Analysis*. Strong background in classic or modern dynamic languages, such as *Smalltalk *, *Objective-C, Ruby or Python*. Proven skills in software construction with multiple dynamic languages used for web development, like *Java and Ruby on Rails. *Conceptual grasp of modern mobile platforms for in the field applications (e.g. iPhone or similar). Expertise in mentoring junior, new or transitioning staff in dynamic languages, new technologies and development techniques as well as Agile methodology. Specific expertise in ORM technologies (e.g. Hibernate, Rails), with the ability to evaluate business needs and to translate them into database and object models. Proven experience in developing software solutions for large-scale projects in the financial space. Specific and relevant expertise in business reporting (e.g. dashboards), software development methodologies, and databases (e.g. Oracle, MySQL).
