SUMMARY OF THE FUNCTION/ROLE

The IT Strategy & Program Management Office is seeking one temporary consultant 
for application support in the MTA IT PMO.  The Candidates will focus on 
configuration, 
customization, and integration of an on-premise Microsoft Project Server 
solution 
in both a Development and Production environment.  MTA IT has implemented MS 
Project Server 2013 and Sharepoint 2013 and is seeking expert to advise and 
assist with configuring the solution to the needs of the PMO.

 

RESPONSIBILITIES:

1)                  Work with the PMO with overall administration and 
development 
of Microsoft Project Server 2013

2)                  PWA Site configuration

3)                  Guide in eliciting business requirements and creating 
global 
Project plan templates such as a template for Agile, Waterfall, SCRUM, 
Infrastructure 
project, Facilities project, etc.

4)                  Provide advice on Project Server usage best practices.

5)                  Assist in further development of scalable Enterprise 
Project 
Management solution.

6)                  Collaborate with Active Directory and Microsoft Outlook 
Exchange administrators to get necessary interfaces functional.

7)                  Collaborate on designing Project Server resource Breakdown 
structure and security, e.g. Roles/Functions best suited for PWA exploiting 
role based security and permission inheritance.

8)                  Assist in Training PMO Project Managers and “Train the 
Trainer “activities.

9)                  Make configuration changes to address new requirements 
(e.g.  Create project detail pages, develop reports, configure workflows, 
custom 
development, and custom web parts, create changes to templates, customize 
project 
time sites/templates etc.)

10)               Create views, reports and dashboards, to support project 
and program management.

11)               Troubleshoot and resolve complex technical platform issues.

12)               Coordinate all work within the on-premise development Sandbox 
and Production Server

13)               Work with the SharePoint Administration team on behalf of 
the Project Management Office in order to advance the PMO PWA /Sharepoint 
objectives 
and resolve platform technical issues.

14)               Analyze existing DEV and PROD Project Server implementations 
and recommend corrections based on PMO objectives.

15)               Maintain open and timely communication with stakeholders.

16)               Build Business Intelligence Solution and Sharepoint 
Repositories:

17)               Assist in defining Sharepoint document and collaboration 
solutions for PMO and MTA IT (including but not limited to, organization of 
documents using lists, library apps and metadata, optimization of search 
functions).

18)               Develop reporting tools and integration with Project Server 
2013.

19)               Elicit requirements and develop PMO Knowledgebase to support 
the Project Management activities.

20)               Development of Wiki’s and Web Part Pages.

21)               Develop custom solutions based on business & technical 
requirements.

22)               Troubleshoot complex technical and performance issues.

 

RISKS:

·                     During the length of the engagement the consultants will 
be conducting the totality of their work in a cubicle located at the 12th floor 
at 2 Broadway, NYC

·                     There is no lifting involved in neither this engagement 
nor the need to approach track right of way. 

 

DELIVERABLES & DUE DATES:

·                     Migration from PWA and Sharepoint 2013 to PWA & 
Sharepoint 
2016

·                     Comprehensive Project Server and Sharepoint configuration 
management for PMO Dev and Prod sites.

·                     Elicitation and documentation of PMO Project Server and 
Sharepoint requirements.

·                     Security and role configuration for Project Server and 
Sharepoint Server (Projects, Reporting, Dashboards etc.).

·                     Development of Site Collection hierarchy with industry 
best practices.

·                     Custom Content management solution including but not 
limited to:

o        Scalable dynamic BI solutions for PMO KPI and additional data based 
on PMO requirements.

o        Various Dashboards / Views/ Reports etc. via SharePoint/Microsoft 
Project Server 2013.

o         Template Project sites for different project type variants.

o        Rollup of content across Project Sites and across the enterprise.

·                     Enterprise system integration and data aggregation with 
Project Server and related reporting solutions including but not limited to 
Financial and Resource data from PeopleSoft or other enterprise data sources.

·                     Configure reporting for Project Web App (Project Server 
2013).

·                     Issue/ Risk/ Action Items embedded in Project Site 
Templates.

·                     Analysis of Project Server and Sharepoint Server 
bandwidth 
and performance improvement recommendations based on PMO and enterprise usage 
requirements.

·                     Develop custom Phases, Stages, Project detail pages and 
Workflow for different PMO and governance processes.

·                     Establish Balance Portfolio (what if and impact analysis 
of active / queued projects against existing portfolio priorities).

·                     Develop different project plan templates (variant on 
project methodology, type and sizes).

·                     Resource Integration and Reports (e.g. Allocation, 
Availability) 
via SharePoint/Microsoft Project Server 2013.

·                     Various Programs/Projects Statistics Reports via 
SharePoint/Microsoft 
Project Server 2013.

·                     Various Financial forecast vs actual reports via 
SharePoint/Microsoft 
Project Server 2013.

·                     Develop a SharePoint based PMO Knowledge Database.

·                     Troubleshooting /Solutions / Best Practice 
recommendations 
as specified in the Activities section.

·                     Integration with Office tools (Outlook, Excel, Word, 
and PowerPoint).

·                     Prepare and submit times estimates for work effort and 
detailed daily time charges.

 

All source files will be provided to the MTA.

 

QUALIFICATIONS EXPERIENCE & EDUCATION:

·                     Proficiency with Microsoft Project Professional /Server 
2010 and higher.

·                     Experience with MS Project BI solutions and configuring 
OLAP cubes.

·                     Experience with XML, ASP.net, Visual Studio. PowerShell.

·                     Excellent communication skills and documentation skills.

·                     Proficiency with Microsoft Office (Word, Excel, 
PowerPoint); 
Knowledge of Microsoft Windows 7 and Office 2010 and higher.

·                     Excellent oral, written and presentation communications.

·                     Strong problem solving skills.

·                     Ability to independently set priorities and meet 
deadlines 
in a fast-paced environment; a self-starter

·                     Hand-on experience in Microsoft Excel Advanced 
Functions/Commands, 
e.g. Pivot, Vlookup, Macro, etc.

Desirable:

·                     Ability to work Independently

·                     Ability to multitask, adept to the nature of a proof 
of concept and pilot requirements.

·                     Previous experience of configuring workflows, custom 
web parts, creation of dashboards and resource allocation using MS Project 
Server 2013 and Sharepoint 2013 is preferred.

·                     Knowledge of Third-Party tools to support Microsoft 
Project 
Server solutions.

·                     Existing knowledge of current MTA’s PWA and Sharepoint 
infrastructure is ideal.
