The default theme(s) are selected as a consensus (if it can be reached) after discussion on desktop-devel list (AFAIK). Last time this happened for GNOME 2.8, see the archives for details. Note that the visual appearance consists of different parts, not just widget themeing: - A Gtk+ theme - A Metacity theme - An Icon theme - (A Desktop Background) For contributing icons, the Tango project (http://tango-project.org) should be kept in mind.
