Well, this is the worst reason ever. We're not building a Windows clone, we're building Gnome, eh. Ctrl is most commonly used for app-specific keybindings in Gnome. We need good and rationale defaults, and sticking to what someone else just because they do so is not a good attitude. No. The defaults are to be the easiest possible for actual users of Gnome, not Windows'.
