Only Livecode can dual license the engine. I think they actually encourage external/widget/library builders to also dual license. The argument Livecode have been making is that someone with a community license only cannot dual license - that basically anything you make with or for Livecode is a derivative work and you need a commercial license of some kind if you want to distribute it under anything other than the GPL.
