In the words of the social scientists, it depends what you mean by "always". :) If the handler for the sent message is on the deleted card, then how does it run if the card has been deleted? I guess there's only one way to find out, but I'll leave that for someone else. (And apologies to the original poster. I didn't pay full attention to your original mail.)
