Perhaps you could try iPhoney <http://www.marketcircle.com/iphoney/>. My brother Greg says it works OK and he used it a little while developing the iPhone interface to ScreenSteps Live. Though he says the best solution was when he hooked up his local development server to be accessible over wifi. Then he could just test using a real iPhone in his office without having to deploy to the public server first.
