What version of OSX are you running? If you upgraded to Leopard from Tiger, there are a few issues with the new Apache file paths.. easy to fix, but you need to know which things to do.
For a quick test, why not do a very, very easy install of MAMP (Mac Apache MySql Php) that downloads as an app, and runs as a separate web server on your localhost. Drag MAMP to the trash and its entire environment is gone. (Inside the MAMP folder is the htdocs/ root folder for your html docs, and a cgi-bin for your Rev cgi. The port you will need to use is 8888) This can be turned off and on from the Dashboard, just like personal web sharing. There is a Win version as well called WAMP.
