It is. If QuickTime is not installed on Windows, Rev uses WMP instead. On Linux it uses mplayer. Mac of course requires QT but that's not an issue.
However, if developers themselves ship their videos in proprietary QT formats then QT is needed -- but that isn't a Rev problem, that's a developer choice.
