I use the Ovolab Phlink for sending automated alarm messages from my
process control apps.
It uses AppleScript and is quite flexible although there are some problems.
Since it only calls me or my fellow workers, this isn't too bad.

My technique for alarms is to use sound first. During working hours,
this will be enough to attract attention.
If this doesn't work, then I send both emails and SMS messages and
wait for a response.
If neither of these work, then I start calling people.
