How is that necessarily a function of file format?

The file format statement wasn't mine, but I would assume that the inference is that the stack metaphor is not modular enough to support a control-level current versioning system. I don't know whether or not that is true, but it certainly isn't lending itself to it from where I sit.

IMHO, if a file format and method cannot be found to use RR in a team
approach, I think all RR projects will self-limit to a smaller size
and more limited problem set than otherwise would be attainable with a
team approach.

I would certainly agree with, as stated previously.
