I tried this here in Australia, setting my location to Sydney (which has daylight-saving) and my date to 31st October (when daylight-savings starts this year) and I still got a 3, not a 1, so this is not consistent. I guess we can say, if the hours item <> 2 then you have a problem.

Looks like we are indeed making some progress on this.
Just a quick note: sometimes (on the day daylight savings time starts)
the dateItems will return 1 for the hour.
