Earlier I wrote:

I've found that renaming "Edit" makes the "Preferences" item disabled,
but I haven't found a way to get rid of it altogether.
I haven't delved into this in XCode, but my hunch is that Apple provides
a way to write applications that don't have a "Preferences" item, no?
I've since discovered that Apple's Stickies doesn't include a
"Preferences" item, so this looks like the work of the engine.
I've updated a related enhancement request to include this:
