Interesting theory, except Microsoft doesn't make any money off the process. 
The only cost associated with code signing is paying for the secure 
certificate, and that money goes to Verisign. It's no more of a money-making 
scheme than secure (https://) sites. The certificate simply ensures the 
source of the binary is who it says it is. Without certs, there is nothing 
to prevent you from making a download that says it's from Microsoft but 
actually wreaks havoc with an end-user's system.
