I think that anyone who has an RR license should be entitled to that for free, since the current PR is that RR can do that. It's only when you dig into it that you find out it can't - at least for NOW!

The fact about the post-2.6.1 features being largely

that RR release 2.6.1 again, at a reduced price,
crippled in such a way that it can build standalones
only for Classic.

This would be a most handsome guesture that would
allow anybody who wished to build for Mac Classic for
a small extra fee.
