A long time ago on this list I heard of masking one material to the other with surface normal compared to the normal of the Mapping object.

I still have more work to do on this but so far I find the dirt material and the noise controller of Karl's to be quite useful.

 

There is a landscape example in RS3D ... samples/scene_templates/island ... which I have yet to study and I think it might be way forward for me. The guts of this is a terrain material which is maybe what you are after.

 

I had thought of using Zaug's greebles to get some terrain elements randomly assigned to the main mesh but have yet test this. I think Matthias was looking into mountainscapes and the examples he posted were spectacular.

 

One way I was thinking of selected mesh faces at different "altitudes" in ortho horizontal view. While I have had no luck with assigning bumps to selected faces due to being unable to smooth the progression to the edges of the faces selected because of interpolation limits, I have been able to use colour materials and, as mentioned have yet to use this method with Zaug's greebles to assign specific objects to such "strata".

 

It's not something I have completed in any way, but the above is as far as I have gone at this stage. Sorry can't be more help.
