You are right in that almost 100% of the shaders can be fake, but the thing you have to remember is that in console games a lot of the shaders are pre-calculated in much more powerful, and time intensive, renderers. One example of this is normal-mapping which is calculated by rendering a high resolution model's normals to be applied to a low-poly model. The point is, that all these good looking games would not be possible without a great deal of pre-rendering of textures and precalculation of light maps, etc. on much more hardware intensive, and slower, renderers.
